Earthworks Construction Stakeholders: Who Are the Parties Involved?

When considering bidding on a new project, it is important to consider all stakeholders and affected parties when first approaching the project. As the contractor, you will be shouldering the large bulk of risk when you are awarded the project. From weather delays, to on-site incidents, to material shortages - it seems like any and all problems that could arise are placed squarely on the contractor's shoulders. Lets take a look at the various project stakeholders for a typical Design-Bid-Build Project to better understand all involved parties and their goals:



  1. The Owner

Whether you are working a job in the public or private sector, the project owner will be the one responsible for paying the cost of the project. They are the primary stakeholders, and they are the legal representatives for the property and have final say and responsibility for project changes and desired outcomes. The owner will work primarily with the Architect or Consulting Engineer when planning the project. Oftentimes, the owner will be less involved when the actual work begins, choosing instead to hire seasoned construction professionals and inspectors to oversee construction (as the Owner's representative). 2. The Architect/Engineer

The Architect/Engineer for a project plays an important role, designing and laying out the project in accordance with accepted industry standards and practices, as well as adhering to local, state, and federal governmental regulations. Due to these design restrictions, which require them to stick to the regulations along with requirements from engineering calculations, there are oftentimes disagreements and errors in the Plan Sets when it comes time to perform the work. 3. The Contractor

The Contractor is responsible for completing the full scope of work as laid out in the Project Plans and Specifications. Hired directly by the Owner to complete the work, the Contractor shoulders massive risk when accepting responsibility for completion of large projects. Bonding Insurance is required for most projects, Permits must be pulled to complete the work. Management of Sub-Contractors is often required. Vendors must be communicated with, along with various suppliers and distributors. Dealing with a varied labor force and equipment fleet requires exceptional people skills and time-management. Running a business is stressful, requiring long hours and stressful days. All-in-all, a Contractor is an exceptional individual who will look at any task with a can-do-attitude, and shoulders immense responsibility when taking on earthwork and civil projects, large and small.
